To be one of the leading global networks for cooperation in e-health and digital health, and a benchmark in the dissemination, promotion, and adoption of standards, through dialogue, coordination, and the exchange of knowledge and experiences.
RACSEL is composed of the Governments of Latin America and the Caribbean, which appoint
national representatives to participate in the initiatives, technical spaces
and articulation processes promoted by the network.
Currently, the network has the participation of 15 countries:
Argentina, Belize, Brazil, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala,
Honduras, Panama, Paraguay, Peru, Suriname, and Uruguay.
We foster collaboration, dialogue, and the exchange of experiences and knowledge in digital health among the governments of Latin America and the Caribbean.
We promote the use of standards, tools, technologies, and best practices focused on the secure exchange of health information between countries.
We promote training spaces and technical exchange so that health ministry teams can advance the digital transformation of their systems.
We implement and support regional initiatives aimed at creating enabling conditions for interoperability and cooperation in digital health.

The Latin America and Caribbean Digital Health Network, hereinafter RACSEL, is an initiative of the countries of Latin America and the Caribbean (LAC) supported by the Inter-American Development Bank, hereinafter IDB, established as a systematic horizontal technical cooperation mechanism through which exchanges aimed at developing, disseminating, and implementing best practices in digital health are promoted, multiplied, strengthened, and driven forward, in support of institutional development processes and their advancement in the region.
The Latin America and Caribbean Digital Health Network (RACSEL) is an initiative of the countries of the region, created in 2014 and promoted by the Inter-American Development Bank. Its goal is to foster technical cooperation among the governments of Latin America and the Caribbean to advance the region's digital health transformation.

The Network is made up of 15 countries from Latin America and the Caribbean. Only Ministries of Health or government agencies whose objectives include digital health can become members. Participation is free of charge for member countries.

Además, ha ocupado un rol importante en la organización de conectatones regionales, espacios técnicos donde equipos de los ministerios de salud trabajan en condiciones habilitantes para interoperar.
Connectathons are connectivity marathons in which technical teams from the region's ministries of health take part. Their goal is for countries to develop the technical conditions to achieve interoperability and advance digital health transformation, including use cases for cross-border continuity of care and digital vaccination certificates.
